Federal Compliance Analyst, Principal
Under general direction, supports the development and implementation of OCTA’s federal compliance program to ensure adherence to applicable federal laws, regulations, and best practice standards. This position plays a key role in compliance oversight, regulatory analysis, subrecipient monitoring, and agency-wide guidance related to federal transit funding requirements and compliance obligations.
This is an exempt position in salary grade 215: Min – $111,654.40 | Mid – $132,641.60 | Max – $153,628.80 /year. The starting salary will be within this range based on qualifications.

What You’ll Do
Support the administration and continuous improvement of OCTA’s federal compliance program
Monitor, research, and analyze federal laws, regulations, and guidance affecting agency programs and funding
Conduct compliance reviews, risk assessments, and subrecipient monitoring activities
Interpret complex federal grant requirements and assess their impact on agency operations, policies, and procedures
Develop and maintain compliance guides, corrective action plans, risk assessment tools, and tracking systems
Assist with implementation of new federal requirements and regulatory changes across the agency
Investigate potential compliance issues and collaborate with departments to implement corrective actions
Prepare reports, presentations, policies, procedures, and correspondence related to compliance activities
Analyze proposed federal regulations and provide recommendations regarding agency impacts
Deliver compliance training and educational resources to internal staff and external stakeholders
What We’re Looking For
Strong knowledge of federal grant compliance, regulatory requirements, and oversight practices
Ability to research, interpret, and apply complex federal regulations and guidance
Strong analytical, problem-solving, and critical-thinking skills
Excellent written and verbal communication abilities, including report writing and presentations
Ability to manage multiple projects and priorities while maintaining attention to detail
Strong collaboration and relationship-building skills with internal and external stakeholders
Ability to work independently and exercise sound judgment in complex compliance matters
Minimum Qualifications:
Bachelor’s degree in Planning, Finance, Public Administration, Business Administration, Management, Political Science, Law, or a related field, or equivalent combination of education and experience
Minimum five (5) years of related experience in compliance, grants administration, auditing, regulatory affairs, public administration, or a related field
Knowledge of Federal Transit Administration (FTA) requirements and federal grant compliance regulations required
