Position Summary
The Real Estate and Property Development Manager will lead the strategic management, development, and disposition of Camas School District’s real estate assets. This temporary, project-based position is responsible for overseeing all district-owned properties identified for sale, lease, or redevelopment, ensuring alignment with Board direction, district policy, and community interests.
This role requires extensive experience in real estate transactions, asset management, and public-sector property processes. The position will coordinate across district departments, legal counsel, and external partners to complete complex transactions that maximize district value and support long-term facility and financial goals.
Key Responsibilities
Real Estate Strategy & Transactions:
- Develop and implement strategic plans for the district’s real estate portfolio, including short- and long-term asset strategies.
- Oversee and coordinate the sale, lease, and potential redevelopment of district properties such as:Karcher Property (approx. 20 acres)
- Sharp Building (approx. 55,000 sq. ft. commercial space)
- Leadbetter Property (approx. 9 acres)
- UL Building (approx. 110,000 sq. ft. commercial space)
- Manage all phases of property disposition including valuation, marketing, negotiation, and transaction closure.
- Prepare reports, analyses, and recommendations for review by the Director of Business Services, Superintendent, and Board of Directors.
Financial and Legal Oversight
- Conduct and present financial analyses related to asset valuation, return on investment, and revenue potential.
- Ensure compliance with applicable RCWs, Board policies, and state public property sale requirements.
- Collaborate with legal counsel and consultants on due diligence, purchase and sale agreements, leases, and related documents.
Stakeholder Coordination
- Serve as the district’s primary liaison for real estate inquiries, brokers, developers, and governmental partners.
- Provide clear communication and updates to internal leadership, the Board, and community stakeholders.
- Present project status reports and recommendations at public meetings as requested.
Project & Records Management
- Maintain documentation of all transactions and contracts.
Track project timelines, budgets, and deliverables to ensure completion within the project term.
Qualifications
Education & Experience
- Bachelor’s degree in Business, Real Estate, Finance, or a related field.
- Six (6) years of progressively responsible experience in commercial real estate, property management, or public-sector asset management.
- Experience managing complex property transactions, preferably within a government or school district setting.
- Demonstrated ability to interpret and apply real estate law, policy, and regulatory frameworks.
Knowledge, Skills, and Abilities
- Advanced understanding of real estate development, leasing, and asset management practices.
- Strong financial and analytical skills with experience in project-based budgeting.
- Skilled negotiator with the ability to manage multiple stakeholders and priorities.
- Excellent written and verbal communication; able to prepare Board presentations and public documents.
Ability to exercise discretion and maintain confidentiality in all transactions.
Compensation & Term
This is a temporary, project-based position anticipated to last two to three years, dependent on the completion of real estate projects. Compensation will be commensurate with experience and qualifications.
Work Environment:
The usual and customary methods of performing the job’s functions require the following physical demands: Generally, the job requires 10% sitting, 50% walking, and 40% standing. The job is performed in a generally clean and healthy environment.

Benefits:
School Employee Benefit Board (SEBB) Eligibility determination: All eligibility determinations are based on rules in Chapters 182-30 and 182-31 of the Washington Administrative Code (WAC). If the position is anticipated to work a minimum of 630 hours in a school year, then that position would be deemed benefit eligible. SEBB benefits include medical, vision, dental, long-term disability and life insurance. Supplemental coverages are also available.
Retirement Eligibility determination: A certificated position participates in the Teacher Retirement System (TRS) which requires at least 5 months of 70 or more hours of compensated employment during a school year to be eligible for Washington State Retirement. A classified position participates in the School Employee Retirement System (SERS) if the position is expected to require at least 5 months of 70 hours or more for two consecutive years (initially) of employment.
