Clackamas County’s Department of Technology Services is excited to welcome a skilled professional to join our team as a PeopleSoft Senior Technical Developer.

WORK SCHEDULE
This position is included in the County’s alternate workweek program, working 40 hours during a standard workweek of Monday through Thursday (Fridays off). Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended.
This is not a remote work position. This position is eligible for hybrid on-site/telework, subject to the Clackamas County Teleworking Policy and based on the Department’s business needs. The exact amount of on-site/telework and schedule will be discussed with the hiring manager at the time of offer. The incumbent will be expected to report on-site for in-person meetings, team collaboration, trainings, or other operational needs as determined by the department.
Telework locations cannot be located outside of Oregon or Washington. Telework from any other state is not allowed. Washington residents must perform 50% of their time on-site at Clackamas County.

Requirements
Required Minimum Qualifications/ Transferrable Skills:*
- A minimum of seven (7) years of experience performing advanced systems analysis and design work in support of highly complex application systems that involves multiple sub-systems, programs, files, databases, and users
- At least 5 years of experience programming and troubleshooting using most of these Oracle PeopleSoft technical tools: Application Designer, PeopleCode, SQR, Application Engine, BI Publisher, COBOL, etc.
- Experience with all phases of application software development, including administration, setup, and troubleshooting
- Experience developing new reports, data interfaces, bolt-on applications to meet business or technical requirements, including reports and interfaces between PeopleSoft Human Capital Management and Finance systems, third-party providers, and cloud providers.
- Experience developing and documenting technical and business requirements and processes, this may also include training users
- Experience handling confidential, time sensitive information
- Experience providing internal customer service through troubleshooting, diagnosing and resolving production problems of the PeopleSoft Human Capital and Finance environments.
- Demonstrated knowledge of database management principles and techniques.
- Knowledge and experience using SQL data languages (Microsoft SQL Server or Oracle) utilizing the appropriate software tools and techniques for analysis, debugging, and programming
- Ability to work early and late hours to meet time lines, provide off-hour upgrade and maintenance, available for periodic on-call, and respond to emergency situations
Preferred Special Qualifications/ Transferrable Skills:*
These are preferred but not required qualifications. No experience in any or all of the following will not necessarily disqualify you from consideration.
- Bachelor’s degree in Computer Science or related field
- Experience with FIT/GAP analysis using Project Management tools and processes
- Experience coordinating the work of a project team composed of staff, vendors, and/or users; managing, reporting progress and completing projects and time and within budget
- Experience with the PeopleSoft System Architecture and Administration, including system performance troubleshooting
- Experience executing PeopleSoft Upgrades
- Experience with JSON, RESTFul web services or other integration tools (ETL) methods
- Experience with other programming languages, like Java
- Experience with SharePoint and Microsoft Power Platform
- Experience with Crystal Reports
- Ability to learn new technology and reporting tools, utilize the training, and be comfortable assuming development tasks upon training
- Knowledge of Oracle’s PeopleSoft Selective Adoption and experience using the PeopleSoft Upgrade Manager
