Job Description:
Working closely with the Human Resources Department and the Office of Finance, the Payroll Manager manages and oversees all aspects of the Payroll Department. Responsible for accurate disbursement of the College's three payrolls - bi-weekly staff, PT faculty, and student employees and monthly FT faculty employees. The Payroll Manager ensures pay is processed on time, accurately, and in compliance with College, local, state, and federal regulations. Trains and encourages development of the staff to ensure capability of acting in the Payroll Manager's stead if and when necessary. Implement payroll procedures, conduct periodic audits, and ensure compliance with related federal and state regulations.
Requirements
Essential Functions:
1. Payroll Functions:
- Receive and verify employee paperwork from Human Resources for set-up in ADP software;
- Input and monitor benefits and deductions for eligible employees, and other data as necessary;
- Update all salary changes, verify accuracy received from other campus sources;
- Verify and prepare information from Academic Affairs for processing of faculty earnings;
- End-to-end payroll processing of the bi-weekly part-time faculty payroll and monthly full-time faculty payroll. Work with payroll staff on bi-weekly staff and student payrolls and audit all prior to submission;
- Reconcile 403b contribution and match calculations for faculty and staff after each processing, submit remittances on a timely basis;
- Prepare requisitions for payment of union dues monthly;
- Provide earnings data to Benefits Administrator for leave insurance provider invoicing quarterly;
- Assist with management of student employment and federal work-study; adjust as necessary for minimum wage changes or award changes;
- Record all earnings, ensuring proper types of pay and expense accounts are processed in accordance with the college's 403b;
- Liaison w/Faculty union representatives w/regard to dues collection and payments;
- Verify all Payroll information and reports returned with checks from ADP;
- Download Pay Detail and reconcile all Cumulative Data;
- Ensure all pay policies governed by HR and bargaining groups are adhered to;
- Evaluate payroll processes and procedures for enhancement;
- Develop and maintain documentation of all payroll related processes.
2. Training and Software Maintenance:
- Train College staff supervisors and users on electronic time collection software;
- Train payroll staff on processing functions and periodic review of policies, procedures, and regulations;
- Train payroll staff on processing functions;
- Promote a culture of service and operational excellence;
- Allocate processing responsibilities to ensure proper segregation of duties;
- Troubleshoot problems with data collection;
- Work with vendor to customize software according to Curry's pay policies & procedures;
- Ensure integrity of automated time-off accrual calculations;
- Liaison w/software vendor, assess and recommend new technology when appropriate.
3. Regulatory Compliance:
- Ensure compliance with applicable federal and state laws as they pertain to payroll;
- Stay up to date with respect to current pay and benefit regulations and assure the College's payroll is compliant;
- Work closely with Human Resources and Benefits Administrator on pay and benefits compliance with federal, state, and union rules;
- Ensure the accuracy of tax payments and quarterly tax reporting as well as the timeliness of retirement plan contributions and other benefit payments;
- Prepare hours and earnings report and submit to ACA vendor monthly for testing.
4. Budgeting, Year-End, Audit
- Working with Finance, assisting with the annual salary budget by verifying employee salary information and forecasting vacancies;
- Manage the year-end employee W-2 process;
- Produce year-end reporting on fringe benefits including taxable personal mileage, vacation balances, highly compensated employee pay data for the College's Form 990;
- Maintain data for 403b plan contributions and College match;
- Prepare reports for census and discrimination testing and complete analyses for auditors;
- Complete remittances reporting;
- Prepare other reports as requested by auditors.
Additional Functions:
- Serve as primary contact person for Faculty, Staff, and Student inquiries and external questions related to Payroll;
- Ensure record retention guidelines are adhered to, periodically archive and/or purge documents;
- Work closely with Human Resources on the development of policies and procedures;
- Recommend policies and guidelines relative to fringe benefits and salaries when necessary;
- Prepare reports as requested by the Associate Vice President of Finance/Controller;
- Other duties as assigned by supervisor or their designee;
- May be required to work on weekends or holidays to meet processing deadlines.

- Ability to act in an advisory role to senior management on policies and procedures relating to payroll and benefits.
- Proactively identify problems and demonstrate positive and creative problem-solving skills.
Minimum Qualifications:
- Certified Payroll Professional certification.
- Bachelor's degree and a minimum of 7 years automated payroll experience with supervisory responsibilities preferably in a higher education environment.
- Multi-state and union payroll experience.
- Competence with automated time-keeping software.
- Proficiency in Microsoft Office.
Salary Range:
$90,000 to $95,000 annually
