Scope
Ghana and the European Union (EU) share a commitment to fostering a sustainable, inclusive, green, and digitalised private sector. As part of the Ghana Joint Programming 2021-2027[1], the EU has developed the EU Action for Private Sector Development (PSD) under the Neighbourhood, Development, and International Cooperation Instrument (NDICI-Global Europe). This Action is co-financed by the European Union, the Netherlands Ministry of Foreign Affairs, and Expertise France, with RVO serving as the lead implementing partner.
The objective of this programme is to develop a greener, digitalised, and more inclusive private sector in Ghana, particularly in industries such as creative and heritage, healthcare, and pharmaceuticals. The programme also aligns with the European Green Deal agenda, promoting sustainable business opportunities with a focus on job creation, climate action, and digital transformation.
Based in Accra under the direction of the RVO HQ, the MPPM will serve as the strategic and operational lead for the programme in Ghana, providing full-time leadership, overall coordination of the project, and of the operational and financial implementation of RVO's activities within the project. The MPPM ensures the achievement of contractual objectives set between RVO and the EU Delegation, overseeing the implementation of activity plans, maintaining constant contact with project partners, and ensuring their commitment.
Key Responsibilities
Overall Project Management
- Provides high-level strategic oversight to ensure the programme contributes to national development priorities and donor strategic goals.
- Lead the implementation of the Green, Digital, and Inclusive Private Sector Development action in Ghana.
- Ensure effective planning, execution, and reporting of project activities in line with organization standards.
- Manage project risks, identify mitigation strategies, and ensure compliance with donor requirements.
- Oversee the financial management of the action, including budget allocation and expenditure tracking.
Team Management
- Sets the strategic vision for the country team and provides senior leadership guidance consistently.
- Lead and manage the Deputy Multi-Partner project manager.
- Liaise with the project advisor, financial advisor and support staff based in RVO HQ in The Hague.
- Foster a collaborative and high-performance team culture.
- Ensure adherence to organization policies, procedures, and ethical standards.
Supervision of Activities
- Oversee the implementation of project activities to improve access to finance, business regulatory environments, and entrepreneurial capacity.
- Ensure alignment of activities with the funding organization's policies on digitalisation, green economy, and gender inclusivity.
- Promote engagement in key sectors such as agriculture, creative and heritage, healthcare and pharmaceuticals.
Internal and External Project Coordination
- Leads high-level representation and strategic engagement with senior government officials, development partners, and private sector leaders.
- Act as the primary point of contact between the organisation, project partners, EU delegation in Ghana and the Ghanaian government.
- Represent the organization in multi-stakeholder dialogues and ensure strong coordination with private sector actors, NGOs, and development agencies.
- Facilitate synergies with related external funded initiatives, including the Pact4Skills programme, TEI OP-VET, NTF-V and MAV+;
- Maintain and build out strong relationships with the private sector to support green and digital entrepreneurship.
Monitoring, Evaluation and Learning (MEL)
- Develop and oversee the implementation of a robust MEL framework.
- Ensure data collection, analysis, and reporting to measure project impact and inform decision-making.
- Provides executive-level oversight to ensure evidence-based decision-making and programme adaptation aligned with national and donor priorities.
- Identify lessons learned and best practices to enhance programme effectiveness.

- Knowledge of sustainable business models, EU Green Taxonomy, and digital transformation initiatives.
- Understanding of policies related to circular economy, green finance, and responsible business practices.

Monitoring & Evaluation Expertise
- Experience in designing and implementing MEL frameworks for development projects.

- Strong understanding of Ghanaian regulatory, social, and economic contexts.
Qualifications & Experience
- Master's degree in Business Administration, International Development, Economics or any related field.
- Minimum of 7 years of experience in project management in a senior leadership capacity (Regional Expert, Programme Director, or a similar level), in private sector development, sustainable business, or digital transformation, and preferably in Ghana or the West African Region.
- Must have experience working with the EU, Dutch government, or other international development agencies.
- Excellent communication skills in English (both written and spoken); knowledge of Dutch is an advantage.
- Willingness to be based in Accra, Ghana, with occasional travel within the region.
- Strong reporting and stakeholder management skills.
