Description
- Direct supervision of the Motor Pool Division within the Department of Public Works.
- Update and streamline policies and procedures, particularly related to fleet management, including scheduling of routine maintenance and replacement of vehicles and equipment.
- Prioritize and schedule workload in coordination with Supervisors.
- Configure and effectively utilize the City’s computerized fleet management system.
- Monitor production and evaluate effectiveness utilizing the fleet management system.
- Maintain the City’s fleet in accordance with modern standards and best practices.
- Resolve labor disputes unsettled at the Supervisor level utilizing the labor contract, policies, personnel rules and good judgement; work with Human Resources to resolve issues; participate in grievance process.
- Hire, train, supervise, evaluate and motivate career, non-career, and contractual staff for the Motor Pool.
- Coordinate Drug Testing program with Human Resources.
- Maintain computerized and paper record keeping systems related to vehicle and equipment maintenance activities.
- Prepare regular and ad hoc statistical and narrative reports.
- Right to Know Coordinator for department ensuring that the division is in compliance with State and Federal regulations.
- Assist with budget preparation and monitoring for DPW.
- Oversee equipment and vehicle acquisitions and disposals, assist in writing specifications, monitor and evaluate contractors' operations and performance, and generally enforce the terms and conditions of the contracts.
- Maintain all inventory at sufficient levels by ordering materials and supplies as warranted, including assisting with year-end audit.
- Manage or assist with Motor Pool related projects, such as facility repairs and upgrades.
- Attend City Council, staff, citizen association meetings on matters that relate to the Motor Pool as directed.
- May act on behalf of the Director of Public Works in their absence.
- Performs other related duties as required.
Requirements
- Certified Public Fleet Professional (CPFP) through the American Public Works Association (APWA) or Certified Automotive Fleet Manager (CAFM) through NAFA Fleet Management Association. Equivalent certifications in fleet management will be considered.
- High school diploma or equivalent; At least two years of college level course work or equivalent, in Public Administration, fleet management, automotive technology, or a closely related field is preferred.
- Auto mechanic certifications through National Institute for Automotive Service Excellence (ASE) or equivalent are strongly preferred.
- At least eight years of increasingly responsible experience resulting in considerable knowledge of the common practices, principles, and safety precautions involved in the operations of a fleet, including working knowledge of the equipment, technology, and methods utilized in day-to-day operations.
- At least two years of supervisory and administrative experience sufficient to effect knowledge of supervisory techniques; staff training, motivation, and evaluation; resolving labor disputes; budget preparation methods; and necessary computerized systems.
- Computer proficiency with spreadsheets and fleet management software. Experience with Cartegraph or OpenGov is strongly preferred.
- Highly effective interpersonal skills necessary to deal with a large subordinate staff, representatives from many City departments, numerous contractors, and a demanding public.
- Demonstrated organization and multiprocessing skills required to handle multiple tasks and projects simultaneously.
- Able to work flexible hours including evenings and weekends for special projects, standby, and emergency situations
- Valid Commercial Driver's License and a good driving record or ability to obtain a CDL within 6 months of hire.
