Description
Chesterfield County, Virginia (Richmond-Metro Area), a recognized leader and award-winning local government, is seeking a visionary, strategic, and results-oriented leader who values collaboration, innovation, and service excellence to oversee the Utilities department. They will possess strong technical and administrative expertise, exceptional communication skills, and the ability to lead a high-performing organization that serves a diverse and growing community.
The Director of Utilities provides strategic and operational leadership for all aspects of the department, including three major divisions: Water and Wastewater Operations and Maintenance, Engineering and Development, and Finance and Administration, as well as oversight of the Real Property Office. The director is responsible for:
- Planning, directing and overseeing department programs, including system operations, capital planning, infrastructure design and construction, and regulatory compliance.
- Develops and manages the Capital Improvement Plan (CIP), negotiates and administers services agreements with other jurisdictions, and ensures adherence to all federal, state and local regulations.
- Monitors financial performance and budgets, oversees customer service and public engagement, and represents the department in coordination with external agencies, stakeholders, and community partners.
- Serves as the County’s principal advisor on water and wastewater matters to the Board of Supervisors and the County Administrator, reporting to the Deputy County Administrator for Community Development
Requirements
Applicants must possess a Bachelor’s degree from an accredited four-year college or university in civil or environmental engineering, environmental sciences or related field is required. Master’s degree is preferred. A minimum ten (10) years of progressively responsible managerial and leadership experience in public utilities, including five (5) years experience in a senior management capacity with a comparable organization, or an equivalent level of training and/or experience. A valid Professional Engineer (PE) license in the Commonwealth of Virginia is required. Ideal candidate will have strong leadership skills and budget knowledge. Good driving record, pre-employment drug test and extensive background check required.
