Description
The Mobile Housing Authority is an evolving and transforming Public Housing Authority located in the beautiful port city of Mobile along Alabama’s Gulf Coast seeking the right individual to join our management team. The CHIEF OPERATING OFFICER is responsible for assisting the Chief Executive Officer in planning, developing, organizing, directing, and implementing the Agency’s Housing Programs; coordinate the daily operations of the Agency; effectively manage the development of organizational structures, plan and implement policies, programs, goals, and priorities, and make recommendations to the CEO; provide oversight of the preparation of the administrative and HUD budgets program funds in cooperation with the Finance department and other department supervisors; responsible for timely preparation and submission of the Agency’s yearly Capital Improvements 5 Year Plan and annual statement; directs and provide guidance in the preparation of the Capital Improvement modernization and revitalization plans, timetables, activities, and budgets while ensuring compliance with funding programs and federal, state, and local residential building requirements; monitor the procurement and construction process for all Capital Improvement and development projects; provide oversight of procurement of professional services, contractors for on-going and future plans and developments; coordinate the preparation of operation reports and funding applications; prepares budgets, master schedules, time schedules, cost control data and production goals, reviews budgets, financial statements, cost data and production schedules, coordinate planning and budgeting between divisions, departments, and grant programs; keep the CEO and Board informed by special oral and written reports; attend meetings of the Board, civic clubs, resident groups and interested citizens; act a s contracting officer for the Board and the CEO; stay abreast of all changes in the regulatory environment.
Comprehensive knowledge of federal, state and local laws, the Department of Housing and Urban Development (HUD) regulations applicable to public housing authorities, housing, and community development organizations and programs; comprehensive knowledge of the principles of fiscal and organization management; comprehensive knowledge of current public housing repositioning and modernization strategies and approach; thorough knowledge of local, state and federal laws and regulations governing business operations; thorough knowledge of budget development and management practices; good knowledge of HUD’s electronic information and data systems; ability to plan, schedule, supervise and manage contractual obligations and relationships; ability to interpret relevant state, federal, local and special program laws and regulations; ability to communicate effectively, both orally and in writing; ability to research, develop and prepare detailed reports; and the ability to establish and maintain effective working relationships with public officials, HUD officials, employees, state funding agencies, business and community organizations, residents, and the general public.
Requirements
Minimum Qualification: Attainment of a bachelor’s degree from a recognized college or university in business or public administration, or closely related area and a minimum of five years increasingly responsible senior management level experience in the administration, finance, development, and management of multi-family housing and single family housing, and/or public housing program; or a combination of education and experience equivalent to these requirements.
